Steve is the managing partner of the practice. His major area of concentration is affordable housing while adding his attention to many of the firm’s corporate clients.

Steve received his B.S. in Accounting from Bentley College. He is a member of the American Institute of Certified Public Accountants and the Maine Society of Certified Public Accountants. He is frequently invited to speak at affordable housing conferences throughout New England.

Throughout the years Steve has been active in many community activities, serving on several nonprofit boards.

Steve and his wife, Kyle, live in Yarmouth.

Bruce E. Fritzson | CPA, MBA

Bruce is the partner in charge of the firm’s quality control. He has extensive auditing experience with the banking industry, public housing authorities, nonprofit organizations, manufacturing companies and assisted housing.

Bruce received his B.A. in Economics from Hamilton College and an M.B.A. from Rutgers University. He is a member of the American Institute of Certified Public Accountants and the Maine Society of Certified Public Accountants.

Bruce is a former board member and treasurer of the Yarmouth Historical Society, a former board member of the Falmouth Country Club and a former treasurer and Chairman of the Board of First Parish Church.

Thomas J. Gioia | CPA, MST

Tom is the head of the firm’s tax department. Before joining Otis | Atwell he worked in the tax department of an international accounting firm. Tom has wide-ranging experience with complex tax issues including the structuring and tax implications of low income tax credit projects.

Tom received his B.S. and his Masters of Science in Taxation from Long Island University. He is a member of the American Institute of Certified Public Accountants.

Tom has been a discussion leader at the University of Southern Maine’s continuing business education program and at various real estate industry seminars.

Scott Blakeslee, CPA

Scott has been a partner since 2006. He specializes in auditing, accounting and tax services relating to tax credit rental real estate developments. Prior to joining Otis Atwell, Scott worked for two public accounting firms and ran the accounting department of a marketing firm in the Boston area.

Scott received his B.S. in Accountancy from Bentley College. He is a member of the American Institute of Certified Public Accountants and the Maine Society of Certified Public Accountants.

Scott is a member of the Rotary Club of Portland, and is a past member and chair of the finance committee of St. Anthony’s Church of Westbrook. Scott resides in Gorham with his wife Sharon and daughter Jordan.

James C. Otis founded the firm in 1974. Although now retired, Jim continues to provide consulting services to our public housing authority clients.
